Hong Kong Top Talent Pass Scheme (TTPS Visa)
What is Top Talent Pass Scheme?
The Top Talent Pass Scheme (“TTPS”) is a work visa designed to attract top talents from around the world with extensive work experience and strong academic credentials to explore opportunities in Hong Kong. These top talents include high-income individuals as well as graduates from the world’s best universities.
Following the announcement of the Chief Executive’s 2022 Policy Address, the Hong Kong Government announced the TTPS on December 28, 2022, in response to the recent decline in the local workforce.
The scheme is expected to last two years. Applicants admitted under the TTPS are normally granted a 24-month initial stay with no other conditions of stay, provided that all normal immigration requirements are met.

Who can Apply Top Talent Pass Scheme?
- Category A : Persons with annual income reaching HK$2.5 million or above, or its equivalent in foreign currency, in the year immediately preceding the date of application
- Category B : Degree graduates of the world’s top 100 universities with at least three years of work experience over the past five years immediately preceding the date of application
- Category C : Degree graduates of the world’s top 100 universities in the past five years immediately preceding the date of application with less than three years of work experience, subject to an annual quota which is to be allotted on a first-come, first-served basis
Note: Category C does not apply to those non-local students who have obtained the undergraduate qualification in a full-time and locally-accredited programme in the HKSAR.
Processing Time
It normally takes four weeks to process visa/entry permit applications under the TTPS upon receipt of all the required documents. The Immigration Department will not be able to start processing the application unless all the required documents and information have been received.
All applications are processed and determined by the Immigration Department. Approval of applications is entirely discretionary and is subject to changes in government policies. The Director of Immigration reserves absolute discretion to refuse any application even if the application meets all eligibility criteria.
