Canada announces its admissions goal for the pathway to permanent residency for the new home care worker pilot program

Under its new Home Care Worker Immigration Pilot (HCWP), Canada intends to grant 2,750 home care workers with permanent residence.

During a press conference last March 8, 2025, Immigration Minister Marc Miller said that 150 of these 2,750 admissions will be set aside for home care workers who are currently out of status in the country.

The HCWP includes two streams:

  • The Workers in Canada stream (for foreign home care workers applying from inside Canada); and
  • The Applicants not working in Canada stream (for foreign home care workers applying from abroad).

The admissions allocation for home care workers through the Applicants not working in Canada stream has not been made public by Immigration, Refugees and Citizenship Canada (IRCC).

Only applications submitted through the Workers in Canada stream will be accepted by the IRCC after the HCWP formally opens on March 31. Foreign home care providers who apply from outside of Canada will have the chance to do so at a later time, which has not yet been announced by the immigration department.

Minister Miller expressed optimism about the HCWP’s future during the same press conference, stating that the department would prefer to make the pathway permanent based on its performance. According to the minister, this program is crucial because it is a “stepping stone to proving to the rest of Canada that regularization works.”

Eligibility requirements for the HCWP

One of the easiest eligibility requirements of any permanent residency (PR) pathway in Canada’s immigration system is found in the recently released HCWP. Foreign nationals must fulfill the following requirements in order to be eligible for PR under this pilot.

Work experience

  • Six months of recent, relevant work experience related to home care work (either in Canada or abroad); 
  • An education credential of at least six months, related to home care training.

Language proficiency

  • a Canadian Langauge Benchmark (CLB) level 4 in English; OR
  • a Niveaux de compétence linguistique canadiens (NCLC) level 4 in French.

Job Offer

  • Private household; 
  • An organization that directly hires full-time home care workers to provide short-term or occasional care.

Note: that an organization in this case may refer to any of the following organizations:

  • Home health care service providers;
  • Home care support service providers;
  • Direct care agencies;
  • Personal care services in residential settings; or
  • Pediatric home health care service providers.

The HCWP does not apply to employment offers from recruitment and placement agencies. A job offer is eligible under the HCWP without a Labour Market Impact Assessment.

It is anticipated that more eligibility conditions will be released on March 31, the day the HCWP formally starts.

A push for further regularization?

Regularization pathways like the HCWP allow foreign nationals who have lost their status in Canada (via a work or study permit) to regain legal status and even gain PR, allowing them to settle in Canada permanently.

These regularization pathways align with IRCC’s objectives in three crucial ways:

  • They help the department meet its immigrant admissions targets, without adding a new entrant to the population (which adds to affordability and housing pressures in the country);
  • They allow temporary residents who work in crucial sectors of the economy to continue to contribute to Canadian society; and
  • They help address structural deficits of workers in key sectors of Canada’s economy and society, a problem that often requires immigration measures to fix.
