Canada Pauses Parent and Grandparent Sponsorship Applications: What It Means for Your Family

If you’ve been planning to sponsor your parents or grandparents to join you in Canada, there’s important news you need to know: Immigration, Refugees and Citizenship Canada (IRCC) has confirmed it will not accept any new applications under the Parents and Grandparents Program (PGP) for the remainder of 2026.

What Changed

On July 16, 2026, IRCC announced it will not receive new “interest to sponsor” forms or issue new invitations to apply under the PGP program this year. This applies to every prospective sponsor — regardless of nationality or background — who was hoping to submit a fresh application in 2026.

Minister of Immigration, Refugees and Citizenship Lena Metlege Diab’s department has framed the move as an effort to manage the immigration system responsibly and bring down processing wait times, which currently sit at approximately 33 months outside Quebec and as long as 66 months for Quebec applicants.

Why It's Happening

This didn’t come out of nowhere. The numbers tell the story:

60,500 applications are already sitting in the PGP processing pipeline.
IRCC’s 2026–2028 Immigration Levels Plan sets a target of just 15,000 parent and grandparent admissions per year — down from a target of 32,000 in 2024, a cut of more than 50% in two years.
More broadly, over 1 million applications are in the immigration system as of April 30, 2026, with more than 922,000 considered backlogged beyond the department’s own service standards.

In short, demand for the PGP program has consistently outstripped the number of available spaces, and this pause is IRCC’s attempt to reduce that gap and make outcomes more predictable for the families already in line.

What This Means If You Were Planning to Apply

If you were hoping to submit an interest-to-sponsor form or receive an invitation to apply this year, that path is closed for now. IRCC has not announced when — or whether — new intake will resume. The department has confirmed it will continue processing existing applications, with a goal of approving 15,000 for permanent residence in 2026.

If you already have a pending PGP application: Nothing changes for you procedurally. Your file continues to move through the system, and this pause does not affect the government’s commitment to approving up to 15,000 applications this year.

If you were planning to apply but haven’t yet: You’ll need to wait for the program to reopen, which has no confirmed date. This is frustrating, but it also makes now the right time to explore what other options may be available in the meantime.

The Super Visa: A Practical Alternative in the Meantime

While permanent residence sponsorship is paused, parents and grandparents of Canadian citizens and permanent residents can still apply for a Super Visa. This multi-entry visa allows eligible relatives to stay in Canada for up to five years per visit, remains valid for up to 10 years, and can be extended by up to two years from within Canada.

It isn’t a substitute for permanent residence, but for many families it’s a meaningful way to keep loved ones close while the PGP program remains paused. Watch for updates carefully. IRCC has not committed to a reopening date, and past pauses (including one in 2011) have lasted longer than families expected.
