Canada's New Immigration Levels Plan for 2025-2027
Last October 24, 2024, the Minister of Immigration, Refugees, and Citizenship Canada (IRCC) announced the new immigration levels plan for 2025-2027.
Permanent resident targets
Targets for permanent residents center on policies from the Immigration Levels Plan for 2025–2027, such as the following:
Transitioning more temporary residents who are already in Canada as students and workers to permanent residents
These residents are educated, talented, and well-integrated into Canadian society; they will account for almost 40% of all admissions of permanent residents in 2025.
Since they are already established with housing and jobs, they will continue to support the workers and economy without adding to the burden on our social services.
Focusing on long-term economic growth and key labour market sectors, such as health and trades
By 2027, admissions in the economic class for permanent residents will reach 61.7% of the total admissions.
Strengthening Francophone communities outside Quebec and supporting their economic prosperity
Of the overall permanent resident admission targets, Francophone immigration will represent 8.5% in 2025 and 9.5% in 2026.
Temporary resident targets
The number of new employees and students coming to Canada will be recorded by TR targets:
- Student arrivals are aligned with the previously announced temporary resident programs.
- Worker arrivals are those under the International Mobility Program and the Temporary Foreign Worker Program (TFWP).
Therefore, the following categories are included in the TR stock yet excluded in the TR targets:
- Work or study permit extensions or change of status from within Canada (since we would be counting an individual’s status more than once). This is factored into the outflows.
- Seasonal workers who enter and leave Canada within the same year (since they aren’t a part of our year-end population count).
- Asylum claimants who are seeking protection in Canada (since they are entitled by law to have their claim assessed so we can’t control the volumes like we do with other programs).
When taken together, the goals should lead to a net decrease in temporary residents throughout the ensuing two years. In particular, in contrast to every prior year, we shall see:
- 445,901 fewer TRs in 2025
- 445,662 fewer TRs in 2026
- a modest increase of 17,439 TRs in 2027
What makes Canada's immigration levels plan for 2025–2027 noteworthy?
The amount of new foreign nationals inside or outside Canada who will be given permanent resident status each year over the next three years under different categories is outlined in the immigration levels plan.
These are typically disclosed on November 1st of each year, however this time, the announcement of the immigration targets comes one week early.
Annual targets for the number of temporary residents will also be announced for the first time in Canadian history.
About 2,500,000 people lived in the nation temporarily in 2023, making about 6.2% of the entire population.
According to Miller, the next Plan would try to lower the number of temporary immigrants allowed in subsequent years, bringing it down to 5% in the following three years.
