The Hong Kong government will begin a phased process of invalidating old identity cards in 2025

The Hong Kong government announced last June 18, 2024 that old smart identity cards issued before November 26, 2018, will be phased out in two stages during 2025, following the completion of the Territory-wide Identity Card Replacement Exercise last year.

Starting on May 12, 2025, old ID cards held by individuals born in 1970 or later will become invalid. The second phase, beginning on October 12, 2025, will affect old ID cards held by individuals born in 1969 or earlier.

The Registration of Persons (Invalidation of Identity Cards) Order 2024 will be published in the Gazette on June 21 and presented to the Legislative Council for review last June 26.

This new regulation applies to all Hong Kong residents, including permanent residents, non-permanent residents (those with work, investment, residency, or study permits), and residents of care homes who have access to the On-site Identity Card Replacement Service. If you haven’t already replaced your old ID card, it will become invalid on the dates specified in the Invalidation Order.

The Immigration Department (ImmD) urges everyone with an old ID card to schedule an appointment for replacement as soon as possible.  (See examples of Old ID Card and New ID cards) If you are currently outside of Hong Kong and unable to replace your card during the designated periods, you must do so within 30 days of your return. Failure to apply for a new ID card without a valid reason is an offense punishable by a $5,000 fine.

Individuals who are elderly, blind, or have a medical condition, and can demonstrate to a registration officer that attending in person to register for a Hong Kong ID card would pose a health risk to themselves or others, may apply for a Certificate of Exemption instead of a new ID card.

The expiration of old ID cards does not affect the right of abode in Hong Kong for holders, unless they have lost their permanent resident status according to the Immigration Ordinance.

The public can apply for replacement ID cards at the Kwun Tong (Temporary) Office of the Registration of Persons (ROP), or during extended service hours at the following ROP offices: Hong Kong Office, Kowloon Office, Tseung Kwan O Office, and Tuen Mun Office.
